This doesn't appear to be "engraved" like a true hobo coin, but some sort of a process to transfer an image to metal.
I have some zombie stuff like that. Apparently the host is carved and then used to make transfer dies.
I contacted the seller and was told it's laser engraved. To be honest I was wondering what it was, it sure didn't look hand engraved.
Laser setups that can do that sort of thing are coming down in price to the point where random hobbyists can afford them. In the old days, lasers of that power would be tucked away in their own locked room, with admittance only for those who had been properly trained, and with stringent safety measures in place. Today, it's "we can sell you a cover to put over it, if you really want to pay the extra money". I expect a rash of eye injuries, followed by a clumsy, heavy-handed, and completely ineffective regulatory crackdown. Then again, I've been expecting that for a decade or two, and it hasn't happened yet.
