    Yes. That is a known issue for the 1943.
    I think they nicknamed it the Ghost or Phantom 4.
    I've seen several others over the years.

    I've got a few plus some with very weak 4's. All well circulated so not worth more than face value probably.

    Yes when I was hoarding the steel cents in the 1960s, I ran into a number of these pieces. The steel planchets were hard on dies, and a lot of the regular mint employees had been drafted into the war. The mint products suffered as a result. The employees were probably tired too. The mint was a full capacity, not only with U.S. coins but also foreign contracts to make their coins too.
