Is this like The Price is Right? If I go PF60, I get everything up to 64?

Nope, I'm gonna say PF-68. It's just hard to tell due to magnification distortion and lighting.

Afterthought- something is telling me the coin eek-ed out a cameo designation and we're all wrong, or it's a business strike

 

Ha, I spent longer than I intended trying to make sure I didn't want to guess MS.

I think it's impossible to decide on cameo of FS with given pictures. The steps look like a solid block of glare

 

I think that might be a clue as to what this coin is, FS doesn't technically matter on PF coinage (according to most) Had this been a business specimen Paddy may have focused on that area a bit better. Either that or I'm reading into it too much and there is a glare because of a scuffed holder or has a touch of rub in that area. I just can't make up my mind tonight Damn Bengals!!!

It is not your fault. It was hard to tell much of anything. Any guess from the PF60-PF69 range would not have been unreasonable IMHO. This isn't a throw off on the original poster.
