An impaired proof is not rare, it just means someone broke open a proof set from 1968 and spent the coins rather than collecting them. It happens all the time.
The rims are thick. I am not seeing the mirroring in the fields on the reverse, except on the bottom edge through the lettering.
I did not expand the photo @Sassy I saw full steps when looking at the image that appears when you first click on it. That is my fault. Nevertheless, I still think it's an impaired proof with "impaired steps" but there are easily more experienced Jefferson collectors on here than myself. I spoke out of turn.
