Yes, it is a cast copy (or fake), but bad? I dont know. I have seen many 'bad' fakes, this one is really pretty good.

It may be struck and just a bad photo. The maker signed his work between the double ground lines under the chariot. In Bulgarian Slavic letters it reads Slavey. He did not 'age' coins to make them deceptive but plenty of his copies have been taken by others and doctored.
