I'm not sure, I'm just starting to learn about these Die Break VAM's in the '21 series. I picked up a VAM-1O the other day and the 1N has the same R-6 rating as the 1O.

It looks like a 1N3 to me. Looking at the Hit List 40 sets all the imaged entries near the top are 1N1 so my guess is this die stage is not that common. Messydesk and SuperDave would certainly know for sure.
You have to take the R-numbers with a grain of salt. They are estimates based on how likely it should have been that a given variety was already discovered and how long the die lasted after producing a given variety (for those varieties that are based on die decay). The VAM 1N3 (retained cud), which is the $95 coin pictured, is the most desirable of the listed VAM 1N die stages, as it is the latest, and pretty scarce relative to other 21-D varieties. Keep in mind, however, that there are hundreds of die pairs for 21-D, so while finding 1 of these in 10 well-mixed rolls might make it seem rare, that would merely represent an average rarity for a 21-D variety. VAM 1N3, however, is rarer than that, based on observations and the very late die stage of the retained cud. In general, any retained cud or full cud on a Morgan dollar is highly desirable.
