Is this a mint error or post mint damage?

My friend found this quarter in change, and it has a different looking rim. The copper area of the coin seems to be indented into the rim. Does anyone know if this is a mint error, or just damage.

I can't say how or why it happened. Maybe some type of acid/chemical damage to the copper clad. It's PMD though.

 

Not the Copper Clad.. The CuproNickel Clad, the core is copper
PMD stands for Post Mint Damage

Thanks for the responses guys. I kind of expected it to be PMD since it wasn't like any mint error I have seen before, but of course I just wanted to double check with some more experienced collectors.
