I would say its post mint damage, [PMD] . Looks like file or saw gouge at bottom, and clamp or pliers mark on cheek.

The thing most weird is that the edge is perfect ridges and all. So I thought maybe it was mint error. That would have to be hard people are too bored lol. You cannot tell by looking at the edge that there is a gouge at all
I was just wondering if it was a pre "65" coin, which would be silver. There looks like a remenant of a mint mark under the bust, but was not sure of that. I see from pic that it is clad. Your first pic looks like the gouge goes all the way across the coin and both edges too.
The gouge is all the way across but edges are normal. There seems to be slight lamination error on the obverse, but slight if at all. The gouges on his face are on the obverse only. I don't know if that makes a difference. Thanks you guys for helping me.
Id say some one has tested it with a jewellers file for silver content, Cheek marks look to be from are where something was used to press it against a counter top while filed on, I've seen similar damage on rounds that come threw the local pawn shop cause some of those guys working in shops have no clue what is and isn't silver.
That was a very good observation. Did you also notice that the gouge walls are not a straight cut through the coin and if you look on the reverse between the "T" in STATES and the "A" in AMERICA, the field appears to be thicker that corresponds to the little piece just south of the gouge on the obverse. The pictures are not clear enough to tell for sure but if the field on the reverse is in fact thicker opposite of that little piece coupled with the rims not being cut, then that would make me doubt the PMD consensus. Interesting coin for sure!
I am more certain that it is PMD. The first photo posted the gouge looks deep. Sideways photo shows it only as a surface damage. It would look different if damage was prior to minting. Thank you for the extra photos.
