To me it looks to be. As if someone "tested" it by scooping out a large portion of the coin. Find one with no problems if you can.
@heavycam.monstervam In another thread, an ill-informed poster said that I (routinely and stupidly) asked for photos of the opposite side of coins when none were posted. Just to make sure that it is understood that I never ask for such photos except in instances where I think it may be necessary to help determine what may have happened, would you mind posting a photo of the obverse so I can see if there is any evidence of damage to the obverse in the same position? Sorry guys, I figured it out once it got light outside, it's PMD, there's more wear on the ear than should be.... I like the chopmark theory though hmmmmmm
I think it's illegal to shoot bald eagles Seriously though, look at the white patch over the ear and cheek. That looks like pmd. It took a hit or punch with an awl or something protruding the opposite side and circulation wore down both the the hole and protrusion at the ear

I'm definitely thinking PMD, I'm just not sure what happened and when. Square nail is a good thought but I think it happened quite a few years after the coin was minted; the surface doesn't match the surface of the rest of the coin enough for me to think it was contemporary.
PMD, of course. As for what caused it, I'll quote Bill Fivaz and say, "I'm not sure. I wasn't there when it happened."
