Ill go AU-50. Actually, because there are 50 states, that may be considered too political. So I change my mind to AU53 just so no one is offended. But for sure an AU coin.
I remember this coin came back Questionable color at least once. But it's a nice AU. I'll guess AU53. They've been giving out a ton of 53's lately.
Fun one. @Seattlite86, there ain't a chance that shield wears so much without the talon detail disappearing. Then again, there's a ton of anomalies on this coin.... I have it as O-110. That makes for one amazing anomaly right off the bat - the fact you can see much of the A in STATES and URI at all; this one is notorious for the A being weak and URI missing completely. This coin has those details shown more strongly than all but one of the Mint State examples shown at Heritage, and that one is still weaker. The completeness of the obverse clasp is equally odd. That, in turn, makes the softness of the right side of the shield odd. They usually show weakness there, too, but this is anomalous considering the strength of PLU. I'm again drawn to the lack of apparent wear in the talons and lower wingtips to keep me from thinking that the shield is a function of wear. I called this a 55 the last time I saw it, and my opinion hasn't changed.
Find me an EF-45 with as much luster and I'll send you a free coin. The amount of luster is the way to grade these coins, not the level of detail.
I watched a PCGS XF45 1825 bust half with this much luster. The seller knew that was a stupid grade. Flat strike, booming luster. He was asking AU55 money for it. And sure enough, a couple months later, it was back on eBay as a PCGS AU53.
AU53 technical grade bumped up to 55 for eye appeal. Shield appears to me as strike weakness. Not really my series though.

Yes, I'm still learning these ones. This coin confuses me about what is worn and what is not. That's why I went ultra conservative. I'd happily have this coin as my US Type Coin any day so I'm betting it grades higher.
