Can anyone tell me if this an uncommon occurrence? 1979 off center obverse and what believe to be dd on the reverse.

    V. Kurt Bellman Yes, I'm blunt! Get over your "feeeeelings".

This looks like a misaligned die strike, not worth much. Generally speaking, off center strikes only become interesting when features are missing and there's lots of unstuck metal remaining.

Misaligned Die strikes... It is a very common occurrence. Especially on Cents minted in the 1970's. I have dozens of them.. Nothing major.

What about a 1979 off center no mint mark?

"No mint mark" means absolutely nothing, if that's what you think is special. Philadelphia cents have only ever had a P in 2017, to celebrate the 225th anniversary of the mint. Otherwise if it's wildly off center it could have some value, but only if part of the design goes off the edge and is missing.
