It's all Environmental "Toning". They are made of Metal: 75% Copper, 25% Nickel over a pure Copper center.
That edge does look like the edge of a 40% coin. That'd be pretty rare were it struck on a 40% planchet. I'd think you need more opinions, here.
Nah! It's just toning, and it looks cleaned with something then re-toned. Look around his head. There's a border of toning all around it.
I don’t see a mint mark which means is was minted in Philadelphia. The lettering looks skinner and not wide, so that makes it variety 2. Only 2 silver-clad have been found in the last 48 years so it’s a copper-nickel clad, variety 2 Eisenhower Dollar. 113,328,000 were minted and it’s basically worth face value.
