Seems weird that they put a snake on the medal instead of a dragon?

 

Snake is one of the zodiac signs of the 12 year cycle. They are all pictured around the periphery of one image. Rat, goat, ox, dragon, chicken, rabbit, horse, monkey, etc.

Why would someone do that? A form of cancellation?

 

Correct, cancellation. Some have a fifth cut that goes deeper into the token than the other four. I don't know why though.
