    It looks like a Spanish 8 Reales. Something does not seem right with it. The reverse looks questionable to me. It has a counterstamp, but I am not sure what the "blob" is. I'm sure more educated people will post more info.

    1791 8 Reales with a plugged hole and a counterstamp - looks like Bolivia mint to me, not Mexico.
