I think it is more likely that the some of the stars on the obverse were not showing because of the hair of the subject women (great obverse, by the way). Note that the reissued coins have the stars closer to the edge and easier to see--clearly delineated from the other coin features. Sorry, not trying to belabor this, but keep an eye out , in case some of the original coins (that were supposedly recycled) pop up.
Update--the new version France Euro cent coins are mostly available in Unc. and Proof sets. There was a German seller selling loose coins on ebay--but the price was comparable to what you would pay for the sets. If there is any chance to get any of the disallowed coins, I'm pretty sure they will be hyped to the max and even more expensive than the RAM Bluey coins I posted about recently.
