I have had keychain fobs that have a similar message. I thought for a minute the quarter reverse was an MC Escher.
When we were teens, we used to make the quick trip from Dickerson Quarry in Maryland to Harpers Ferry because we could buy beer there at 16. I remember seeing the "High Water" signs on the federal armory from the flood of 1889. I can't remember the actual markings, but I do recall that it was over 15'. Chris

Chris - They were the predecessors to credit cards. You kept them on your key ring and used them to charge purchases to a store account.
I vaguely remember these from my youth; the personalized template was put in a machine, the slip placed over the plate, and a bar slid over the slip & plate, embossing the customer's number. Steve
