    It looks to be struck over / on another coin or token, but not sure what.
    Photo causes size blindness.

    Alright now down to the final part of the question. This coin was overstruck on a 2010 D presidential dollar. There are 4 of them

    And here is the only real discernable design that could nail down which one it is.
    Here are a couple new photos that show a little more of the overstruck details. Notice the eyes nose mouth and chin (center of Goerges face).

    And on the reverse a little bit of Lady Liberty face arm and lower torch.

    I am leaning towards that one also.
    Nose, beady eyes, and mouth position.
    Still not sold on the chin.
