    o_O Oh my. I had to stare at it for a full minute before I saw the portrait, or at least I think I now see a portrait. Front-facing??

    At first I was focusing on the relief on at the top right, which looks like a nose in profile but is probably hair.

    Looks like a job for a specialist, so I'll just sit here and wait for someone else to guess :D.

    Its hard to guess the ruler with absolutely no facial detail - that just entertains wild guessing. Justinian?
