I don't think there should be a premium for a scrambled ladder. And I don't see anything special about the other serial number.
They're either spenders or use them to buy something worth collecting, or invest it in the market. I see no value above face in either note.
Broken ladder is just sales hype. Either it is a ladder, or it is not. Triple numbers on a note are nothing out of the ordinary. But you keep what you like, whatever it is.
Unlike some, I find the broken ladder cool. Not, mind you, cool enough to keep a $100 bill, but cool enough to keep it if it were, say, a $1 bill, even knowing it would never be "worth" more than $1.
