Not Japanese, appears to be Chinese.

 

It is a Chinese dog tag: Translation: " My name Chow, if found return to 996 Street of No Name dragon."

Only teasing...Chinese tool tag, pouch label, etc? The third line is 996.

I'll bet the "key" is the top 3 characters.

Kind of depends on how you read the lines...top to bottom and right to left, or left to right and top to bottom.

 

Good point! Then it reads 699 and the three horizontal lines on the bottom (?) row is the #3.

Second line from left to right: 452.

So line one: three unknown characters.
line 2: 452
line 3: 996
line 4: 3 with an unknown circle (?)

It's a Bingo chip.

 

The letter "A" on the back is intriguing. Come on, we must have some people versed in Chinese out there.
