I would say you should narrow down your request. Imperial or provincial? Either? Gold, silver or copper? Two of the three? Grades wanted? Heck, I don't even collect the 12 Caesars as a set and I have at least one set, Otho is always kind of a key to it unless more specific. Want a traditional Imperial lifetime denarius set? Then I believe JC, Caligula, Otho and lesser extent Galba are the pricier ones. But Imperial or Provincial if any metal then they are all available easily below $500 but the Otho and maybe Galba and Vitellius will take a little more effort. Caligula is popular and scarcer but also available.

Claudius denarii are hard to find at a decent price as well. Maybe more so than Galba, Otho and Vitellius

Decent Claudius denarii at a decent price…good luck. Galba, Otho and Vitellius are available in many grades nearly every day if you look around and certainly in at least a few auctions per month. Cost is grade dependent but not unreasonable for what you get.
I bought one at a UK coin fair in January for £20 from a pick-tray of worn, mostly highly-cleaned denarii (though that one escaped cleaning, thank goodness). Struggled to remain composed when I spotted it amongst all the usual Severan pieces. It was certainly no pearly VF example but Claudius is Claudius.
Its always my pleasure to share my 12C's set, in silver. See below. It took me a while to find these. I dont think I will upgrade any time soon. If you want to build a set, depending on budget, there are several possibilities. The difficult issues, except for Otho, can be had in bronze. Such as the Caligula AS, with Vesta reverse. Thats a very affordable coin. Same with Claudius, if you are willing, an AS can be added. If you really want denarii of these two, be very patient and be prepared to pay more than 500 for low quality, unless you are really lucky. The two shown below are of low quality, and are both around 700 euros. I was very lucky, as I had found a Claudius denarius before this one, also shown below (strictly speaking, its not a coin struck by Claudius but under Nero, so purists may not want to add it to the set). It is very worn, but it was about 350. Worn Caligula and Claudius denarii are very rare, and I like to think that I have one of the cheapest, of not the cheapest, denarii of Claudius out there! Like I said, an Otho is not available in bronze (i.e., Rome mint issue), but there are provincial issues (also in bronze with the big SC on the reverse, struck in Antioch, but also silver tets), which can be found cheaper. But I have noticed that there are quite a few denarii around. With a bit of patience you can find an affordable one, which will be lower in grade. My most expensive one, is the denarius with the portrait of Julius Caesar. But you could also go for a denarius without the portrait, they are more affordable. If you want more info, let me know.
