Depends. If two coins are being sold at the same price I can guarantee most people would pick the First Strike. Why not? In fact the First Strike 2021 Morgans & Peace seem to always sell for more than the non-FS. I felt dumb paying for FS myself until I realized that the $17 I pay for the FS designation will help the coins sell for their maximum value. I’d gladly pay $17 per coin for FS designation if it means I can sell each coin for $30-$40 more than non-FS coins. It’s a business decision.

The company is PCGS The term is commonly graded not rated. PCGS has graded about 9,500 MS70 and 6,300-6,400 MS69. If it really is scratched it have gotten UNC Details. Is it raised on the coin (a die scratch)?
It NGC price guide has MS69 at $175 and MS70 at $650. The population report shows 11K 69s out of 34K graded. That's a lot of very valuable MS70s.

Interesting fact, I paid $250 for my MS70 D in December of 2021. It took a while for people to catch on that that was going to be the one to have. I liked the Ds from the get go. I got 3 directly from the mint and had to send one back that came damaged. The other two I sent in for grading figuring that they'd get 69s and they did. So I sold them and got a 70 for my complete set. Glad I didn't wait. The First strike and first day of issue was a joke on these. Several sets of dies were used to make the 175k mintages. So they were changed out mid run. It wasnt like they started striking them one day and used the original dies until they wore out. There's probably no measurable difference on strike quality coin to coin. The dies didn't have a chance to wear out and were replaced anyway. They were probably all minted the same day too. Even if they werent, they're all randomly stacked on carts together. You wouldn't know which ones were struck first as they're randomly grabbed and sent out.
23,021 Ds graded MS70 at this moment. The price guides is outdated. They go for $900 to 1k now. It's the key to a full 70 set. Supply and demand. There aren't 23k for sale.
I logged on to the mint site that day and ordered 3 P's and 3 D's and planned on ordering the same on the rest but they were sold out when I tried. When they arrived I opened one just to see the coin, the other 2 D's I never opened. I once thought that I could trade the coins I had for the ones that I didn't so I would have the set, but I'm thinking now that isn't a good idea.
