No clue how a clad can be double struck, showing 2 different states' quarters that were minted 2 years apart, but I'm eager to learn. I have a quarter -- originally intended to be a simple 2008 Oklahoma -- that has a roughly 30% off-center 2nd strike of a 2006 North Dakota. I get the double... I don't get the "2 years apart."
Squeeze job. Two coins were pressed together, with some force, leaving an impression of one coin into the other. It's not a mint error. It's not a double struck. It's very common. Would you like for me to make some more for you?
Here is one thing to consider. If it was a 2006 North Dakota with a 30% off center second strike of the 2008 Oklahoma, it would be plausible. The mint cancels out their dies when they are finished with them. Unless the 2008 quarter travelled back through time to get struck by a 2006 North Dakota die before it was cancelled, then you might have something. But since time travel is not likely, then it was someone goofing around with a vice and pressing two coins together. Is the image of the 2006 look like a mirror image? Where everything appears reversed? The raised areas you mention are probably the relief areas of the 2006 quarter.
You are correct in that the ND image is reversed (like an imprint) but the ND portion is raised, and not a depression. (I wish I had a better camera, but look at the light-vs-shadow on the attached image.) Thank you so much for your insight! Look above the 2nd U in "UNUM." You'll see an "8" from the ND strike. The highlights are the same as on the "2008" on the OK strike.
I agree with the squeeze job conclusion. The rim of the other quarter was squeezed into the 2008 quarter. That's why the semi circle looks incused into the field Not an error coin

Oh I have.. Note I said "Not Likely" as in not everyone has a Flux Capacitor and a DeLorean that can reach 88 MPH, let alone the Plutonium needed to fuel the Flux Capacitor. Only the elite few have such a luxury.
