Saw this Japanese occupied Philippines 1000 Peso note today. The obverse has bled through and can be seen from the reverse. Is this an error?

Looks like a "Wet ink transfer error".
Wet ink transfers happen when, in error, a sheet of currency paper does not enter the press, the inked printing plate will contact the impression cylinder. When the next and subsequent sheets enter the press, they receive both the intended printing on the correct side and an impression on the opposite side from the ink left on the cylinder.

Thanks for the great explanation. Is it valuable at all? Worth getting for $3?

It’s a nice looking note and certainly worth $3.00 to me. It’s a part of history from WWII. Not overly valuable but certainly a nice piece.

Of course historically it is worth it, but how does the error affect the value, if at all?

I can not answer that question as I am not a collector of foreign currency.

$3! Absolutely. I would be proud to own that note. Have you checked Ebay or HA.com for sold items??

I'm recanting my assessment of this note. After doing some research, I've concluded that this is either the design or a common occurrence as I've found several examples similar to this one.
    Sorry for the confusion. :sorry:
