mule?

Found this 1999 D dime, it appears to have a design around the torch and Leafs. graned it is light but very definite I'm interested in your thoughts on it

Thanks Paddyman at least that's an error coin if i read the article correctly

 

Look at the bridge of Roosevelt's nose and near his lips.. You can see a bit of the clash there also.

I was talking about the reverse. Would this be a double clash. I see lines to the north on reverse along with the ear
