You mean the tiny bagpipe between the eagle and Zeus' face? It's probably just a damage on the reverse die. Your drachm is Price L28, no doubt!
I don't think so. What details are you thinking of? I am not an expert on this coinage but I can't recall ever seeing or hearing of control marks placed up there between Zeus and the eagle, if that's what you are thinking. The mess around the eagle's head is most likely just die damage as @GinoLR pointed out.
