Clearer photos would help, That is a common area for a minor clash. It could be from a die polishing or a slightly grease/debris filled die.
Better photos would be required to determine what you have. My first impression is that over the years, that area took a hit, or hits, that flattened a part of the letter. Not a mint error, IMHO.
