Whenever I see something odd I'm going to stop to take a look at it a little closer. And of course since I'm in the learning process, this means I come across things that I am my newbie stage cannot really differentiate but I know that it's probably something that's worth nothing. I believe what Sal posted is the best explanation for what you are seeing. When you see "stretch marks" moving outward, away from the center of the coin (although some say moving in towards the center), it is almost always due to a worn die.
