    Looks like a candidate for a Misaligned Die Strike on the Obverse if the Reverse looks normal.
    Another clue is the False Double Rim on the left side.

    I will say 83 P did have a lot of off center strikes I have a mess of 83's off center strikes.

    @John77 - I think we both had a frustrating day roll searching. It's not as significant as yours but I found this one as well the other day.
