Well, it wouldn't get an "official" grade if you can't determine the mint. If you're collecting lowest grades I think that's important.

 

One would assume it's a Philly.
Absence of the mint mark, who's going to argue

 

AG-3 on a good day and a grade lower on a bad day.

Here is a 16 D graded FR 2 by ANACS for comparison.

 

Well if ANACS says so, it's a struggle with my eyes.
On this 28 I don't see anything either.
Just a well worn rim into the leaves.
