Looks like the criteria for 64 has REALLY loosened at the TPGS in the link to PCGS. In the old days: one or two moderately heavy marks. I would not call the mark on this coin moderate. Also needed pleasing eye appeal. This coin is a dog. In the revised PCGS standard: "couple of severe ones." Hummm, this may change things... HOWEVER, the coin is in an NGC slab. NGC is the ANA's preferred grading service. The ANA standard for a 64 is: light and scattered (marks) a few in prime focal... So this coin is over graded by ANA's standard. I cannot believe some here think it is under graded.
