They both have fairly high print runs. Not sure about the newer one with the ink over the face. Are you sure it's an error and not part of a stamp? I've seen lots of ink in that area where tellers stamp over a strap. I'm by no means and expert though
Nice but I'd spend them. High prints and the 2013 has several "Teller" stamp lines on it. The 1996 shows signs of high usage. I doubt there is a premium on either of them. Common signatures too.
Every month when I get my social security, I take a certain amount of cash out for living expenses. I imagine I have received over 50 star notes, over time, in $100 bills. They don't even excite me any longer. I just spend them like any other currency.

I received my first $1 star note in change just this past week. To be honest, I probably never noticed them prior. I put it aside since I don't think it will affect my net worth much to throw it in the bin. A $100 star note that's worth face value, though... hmmmm... that may not last long in the keep pile...
