    From Sheldon coin grading scale...
MS60 Unattractive, dull or washed-out, mint luster typify this coin. There may be many large detracting contact marks (bag nicks), or damage spots, but absolutely no trace of wear. There could be a heavy concentration of hairlines, or unattractive large areas of scuff-marks. Rim nicks may be present, and eye appeal is very poor. Copper coins may be dark, dull and spotted.

I can see being a point low on the 1st 2 as they're nice coins , but that last one NGC really blew it .

Even factoring - as I do - the knowledge that the darker areas on the cheek are likely far less visible in-hand (artifacts of digital imagery), I still don't get a "correction" that allows me to offer that one a 63. At least, not while sober.

    Agree. Most 62s I see are less baggy. And it's a 21 so I figured 61 62 max.

    If that last '21 is a 63 , I guess I better change my '78-CC to a 64 as it's nicer and I always called it a 61or 62 .
