    Looks like it was used as target practice and then left in the ground(corrosion):yack::yack:still a cent.

    Johnny boy, what part of the minting process do you think could produce this, that it would be called an error?
    Not putting your question down, but if you study the minting process, you would realize it couldn't be anything but damage after it left the mint.

    If the mint keeps using the dies like we’ve seen recently then all the new cents will look like this when exiting the minting machine.
