    It is slightly off-center, but the rim hits are just damage.

    That is not an Off Center Error. It's actually a Misaligned Die Strike on the Obverse. The Reverse is centered and there is a false Double Rim.. all evidence of a Misaligned Die Strike. It's fairly common with little or no premium. Too bad for the hits which makes it even worth less :(
