    Looks like gas bubbles to me but I've never seen them on a shield cent.

    I think those are linear plating blisters. They're definitely not clash marks, because nothing matches up on the reverse to cause them.

    linear plating blisters is a good explanation, but I am not sure why or how the blistering happens through a field into a design like this
