I counted. There are 19 different sellers who wrote that she didn't pay. I will be the 20th. Within the last 6 months.
Some sellers seem to use fake accounts like that to eliminate the competitions listings, I dunno if that's the case here but if you have ever tried to sell video games or electronics on ebay you'll notice a much higher rate of your items getting tied up by non paying buyers.
Any feedback left for a buyer from a seller has to be "positive". Only buyers have the option of leaving negative feedback for sellers.
This is one of the advantages of Buy-It-Now with payment required to purchase. This person has some legit purchases mixed in with the non-paying ones. They seem to only use this account for buying. If this is someone who sells the purchased items using a different account, you might be able to figure out who it is. It would take some sleuthing since they were smart enough to make their purchases private. However you can still see the name of the person that sold to them and the feedback that they left. And if the person is doing this to bid out competition you can make a list of sellers selling the same item you are and cross reference with aforementioned seller feedback.
I am investigating... They don't make this easy to figure out! (Edit an hour later): Yeah, tried that waste of time. In their instructions at eBay's "help" page it's like they're saying, "Go to the intersection of Xerxes Ave and Pleasant Street. Go North on Pleasant Street. You will see a McDonald's on the left. In the Men's bathroom of that McDonald's, you will find a big hairy gorilla." Except when you find Xerxes Ave, there is a "Pleasant Lane," but no "Pleasant Street". When you turn right at Pleasant Lane, there is no McDonald's. It's a friggin' Hardees now. And there is only a Women's bathroom. And no big hairy gorilla there, either.

Yeah, I don't get why eBay bidders/buyers don't pay right away, especially for some BIN listings. If it's an auction, 1-2 days is more than sufficient. If it's an auction on the weekend, a few days, barring any combined shipping for auctions ending across several days or payment processing delays. Even after an Unpaid Item case is opened, there are several days to pay. Sure, life throws you curve balls, but with this frequency it's a red flag. And, if you go to any brick and mortar store, or for that matter, most any other online store, you have to pay immediately. eBay is no different and a few days tops is generous, a privilege really. UPI's should be capped to a lower number, leading to buying suspensions/restrictions for X days/weeks/months, with repeat offenses leading to longer suspensions/restrictions. This should also apply to all eBay accounts related to the offending account's address.
