It's one thing to be unaware of whether an error is legitimately a minting error, but this one is so egregious it made me laugh. I reported the user, but ebay is slow to act, so if anyone else wants to do likewise, that'd be cool, b/c these types of people get in the way of legit sellers and they deter legit buyers as well.

I took a look at this person's listings. They only have two coin and currency listings: one the one you linked to; and the other a very worn, early date wheat cent that literally says "Do not buy" in the listing. I'm confused. This person is accurately describing the note as a note with an "M" on it. There's no hint anywhere that it's an error of any kind, just an absurd price tag and some puffery about it being "rare." The item isn't being misrepresented per se; it's just a worthless item with a ridiculous price tag. We see these types of things all the time on eBay, and there's very little that can be done about them. I would contact the seller first, and tell them what they have, then see if they'd like to take the listing down. I think they don't know anything about coins or currency and just spotted a couple unusual items in circulation and decided to try and cash in. I'm pretty sure eBay isn't going to do jack about it because there's nothing fake or fraudulent about the listing.
The penny listing with "do not buy" is probably so that the seller can use another account they control to buy it and build up reputation by giving themself positive feedback. I wouldn't contact the seller to ask them to take down the "rare" note listing, but it would probably be worth contacting them to ask what makes the note rare and how they came up with that price. I can't even see the dumbest person buying this. I doubt they will make any money on this one. Hopefully this seller is paying insertion fees and actually losing money.
