Mysterious Norway 1825 4 Skilling Species copper coin

Here's a coin that I can't find in the World Book or anywhere else for that matter. It's made of copper and is 19mm in diameter and weighs 2.6 grams. I'm very curious about what it is and would appreciate any insight into it. Thanks.

I found the same as Paddyman in Krause.
It is very low silver content so the other alloyed metals are showing through.
