Does NGC crack all of it's coins before giving the graders a new chance to regrade the coins or is it like a cross over where the coin only gets cracked if it upgrades?

They stay in the original holder unless they cross or upgrade.

If that is what you specify.

Actually just got off the phone with NGC to make sure this was correct as I wanted my coins in new holders and they let me know that EVERY coin that comes in for a regrade is cracked. The coin is given a new cert # and regraded and the NGC grade guarantee applies. This gives each coin an unbiased grade from graders that didn't know what it was graded before.

Just thought I'd post what I was told by NGC.

And yeah that is true, but the key is - comes in for a re-grade. You can specify on the submital that the coin not be cracked out unless they think it will upgrade. Then if they think it won't, they just send you back the coin in its original holder.

    Call and ask them that.

I think you are thinking of PCGS's reconsideration service. I thought regrades always resulted in crack outs with NGC.

Like I said above, it depends on what you are trying to do, or rather asking them to do. The point is coins can be submitted in their current NGC holder for upgrading consideration - if you specifically ask them to do that.

Coins already certified by NGC must be submitted for regrade using one of the above mentioned grading tiers to be evaluated for + . Crossover submissions at applicable grading tier levels are also reviewed for + during grading.

    Q. If I have coins already graded by NGC, can I have them reviewed for [IMG]?

    A. To be evaluated for [IMG], coins already graded by NGC must be submitted for ReGrade using the Economy, Early Bird, Gold Rush, Specialty Gold, Express and WalkThrough tiers

    http://www.collectors-society.com/submission-instructions_1.aspx

Crossover Min. Grade. Only enter the “Certification #” and “Minimum Grade” if you are submitting a coin under “CrossOver” service.

CrossOver at same grade — If you want your coin to be certified by NGC at the same grade as it is presently certified, write SAME in the column. Note that the minimum grade request applies to both the numerical grade and designation such as Cameo or Ultra Cameo. If the grade criteria are satisfied but the designation criteria are not, your coin will not cross.

Cross at any grade — Write ANY in the column to have your coins crossed regardless of their grades. Note that coins with detrimental surface conditions such as scratches or improper cleaning will not cross if ANY is specified.

Specified Minimum Grade — Submitters willing to cross their coins to NGC at a lower grade level than the grade on the holder can specify a minimum grade by writing the numeric grade in the column. For example, if a coin is graded MS64 and the submitter will accept an MS63 from NGC, the grade MS63 should be written in column for that line item.

IMPORTANT: If the CrossOver Min. Grade column is left blank, the grade on the holder becomes the CrossOver Minimum Grade. A blank column does NOT mean cross at any grade. It means cross at same grade.

You may NOT request a higher grade than the grade on the current holder — Even though a higher grade cannot be requested when using the CrossOver submission, coins can cross at a higher grade level if they meet NGC’s standards.

I researched this a bit more.

Under the regrade tier, all coins are cracked from the original holders and placed in a flip prior to grading. The coins are then re-encapsulated. See Dena's post (NGC employee) in blue, here: http://boards.collectors-society.com/ubbthreads.php?ubb=showflat&Number=8535439#Post8535439

In March of 2015, NGC did create a new evaluation tier, which is comparable to PCGS reconsideration tier; however, it is available only at onsite at certain coin shows.
