Does NGC crack all of it's coins before giving the graders a new chance to regrade the coins or is it like a cross over where the coin only gets cracked if it upgrades?
Actually just got off the phone with NGC to make sure this was correct as I wanted my coins in new holders and they let me know that EVERY coin that comes in for a regrade is cracked. The coin is given a new cert # and regraded and the NGC grade guarantee applies. This gives each coin an unbiased grade from graders that didn't know what it was graded before. Just thought I'd post what I was told by NGC.
And yeah that is true, but the key is - comes in for a re-grade. You can specify on the submital that the coin not be cracked out unless they think it will upgrade. Then if they think it won't, they just send you back the coin in its original holder. Call and ask them that.
I think you are thinking of PCGS's reconsideration service. I thought regrades always resulted in crack outs with NGC.
Like I said above, it depends on what you are trying to do, or rather asking them to do. For example, if a coin is graded MS64 and the submitter will accept an MS63 from NGC, the grade MS63 should be written in column for that line item. IMPORTANT: If the CrossOver Min. Grade column is left blank, the grade on the holder becomes the CrossOver Minimum Grade. A blank column does NOT mean cross at any grade. It means cross at same grade. You may NOT request a higher grade than the grade on the current holder — Even though a higher grade cannot be requested when using the CrossOver submission, coins can cross at a higher grade level if they meet NGC’s standards.
I researched this a bit more. Under the regrade tier, all coins are cracked from the original holders and placed in a flip prior to grading. The coins are then re-encapsulated.
