Interesting. Since it is a Copper plated Zinc Cent it could be some kind of weird plating bubble in the area of the lips

 

I don't see anything that could be considered a Mint error.

OP coin has normal lips and here's an image from pcgs ...

 

Now what is going on with that coin? Why do the lips look the way they do?

 

if you notice my coin has an xtra mouth and upper lip above the plump "puckered lips", pcgs's coin does not. ty for the help, but I don't think these match

The upper lip on yours has taken a hit there ...

 

I agree with Rick (for once.. haha) it has been hit above the lips. If you look at any 2000 penny the lips look weird. It's just the design of Lincolns face for 2000. I don't like it myself but hey nobody asked me when the made it.
