This is the PCGS standard. Could not find NGCs. Scratch Depends on the severity and/or the quantity of the scratch(s). Faint, old, toned-over scratches may be acceptable; bright, fresh scratches may not. Placement is an important factor.
Whoa...we got a severe Hairline here on OP's coin's reverse & an old toned over scratch on a low grade coin. Thanks for making my case...what part of MAY don't you get.

Not yet. I've been putting together a bunch of coins to send in all at once. I'm about there. They will be going to NGC using Economy level service. So it will be a while before I get them back. I'm going to a local coin show this morning and may pick up a few more things, we'll see..
Thanks for the feedback. I'm doing the same thing on this end. I submitted my 38-D a few weeks ago with a few others. I sent them to ANACS. I started using ANACS for error submissions a few years ago and just stuck with them. They're not NGC or PGCS but I like there customer support and very timely feedback when I have questions. I agree, your 38-D looks a little better then mine. I'll post mine when it comes back, do the same with yours. Thanks.
