Got the same letter. I use Heritage Auction Archives for pricing. Seems similar, but in a more concise format. Too bad it's only for dealers.
Think they're trying to drum up more business by making everyone feel special? Why would Heritage sit around and watch other dealers sell their gold to end customers, when it can commit to deliver at slightly lower prices, and then buy the dealer's gold at a lesser price to fill the order themselves? The 900 lb gorilla just wants to gain more weight.
When they say "state resale certificate", I assume that is something specific to coins/numismatics and not just a sales tax license?
State resale certificate implies that you hold a state sellers permit and are exempt from sales tax. When you apply for a sellers permit there is generally a question of what you intend to sell. So if you own a mattress store, your sellers permit doesn't excuse you of paying sales tax on numismatic items and vice/versa. Heritage requires all dealers hold a state resale certificate to exempt your auction purchases from tax in states with a sales tax on coins. It is possible they are fishing for more dealers to sign up for the gold fax, or they made a mistake and sent the request to all the people who have purchased coins in the past.
I think it's more 'general' than that. You need one of those certificates if you are a business owner and are going to buy something to re-sell it again in the future. This way sales tax doesn't get charged twice for the same product.
