The coin looks somewhat softly struck, typical of this date, but intensely lustrous and scarcely marked. While the reverse looks new to me, I think luster is abraded from Liberty's face and, if that is the case, I think the coin graded AU58.
You'll see all kinds of inconsistencies in these reverses in the same grade. Some will be missing whole rows of breast feathers but will be strong elsewhere where the others in the same grade are weak. I'm going to say this goes AU58 in the big boys. If MS, goes at least 63.
SF Peace Dollars are notorious for weak strikes. Getting a full strike is rare, and with the chatter in the field, the scrapes in the neck, and a big gouge in the hair at the eye level - I'd say the Obverse is a 61 to 62, possibly 63 but I don't think so. The reverse looks much better - 62/63 - but this is assuming no wear. Obverse: There are some high spots that show some wear in the hair (could be weak strike and didn't fill the die, or possibly wear from light circulation), so if it's AU - I'd say 53 to 55 - definitely not an AU58. The reverse is either a very weak strike, or it's an AU coin. The feathers have no detail in the picture, and the PEACE seems to fade a bit too much for a high grade/full strike. As with all picture grades - disclaimer - pictures can be tweaked to present the best or worst possible features of the coin. My grade is AU55 / MS62
I think 63. Good luck in selling it at whatever grade is on the ICG holder. A guy at SilverTowne told me that ICG stands for I Can't Grade.
I've exploited this and actually picked up a couple ICG graded coins that I knew would make better grades and due to the fact that it was ICG - I made quite a bit and was able to further the collection on this alone. Consider the coin as a coin. The holder is secondary and could be misleading - either up or down.
ICG to me is not that bad. I have seen some coins in those holder looks a lot better than PACG or NGC in the pass
