Yeah, that moving crap is making my eyes hurt. Looks more like late roman imitative. Look at the legend. No discernible letters, just IIIIIII. Short of more, (non-moving) pictures that is the best I can guess.
The "sandwich' effect is delamination, often due to a high lead content. Although I don't recognize your coin specifically, the fabric is typical of Afghanistan / Pakistan / NW India.
Looks like a very, very crude contemporary imitation of a fallen horseman type. Must have been the die-maker's first day faking coins...
I was also thinking Indo-skythian type as well as late roman imitative. I just couldn't stand looking at the pic anymore.
