Raw 36S Buffalo. What would you grade?

Somehow I missed this in my last batch to NGC. Oh well, maybe PCGS for a TV since it’s already going to be mismatched.

I don't know if this was ever true or not, but years ago a lot of people thought NGC was definitely more lenient on buffalos than PCGS. I have wondered several times if this is true or not. I have aset of these, but all raw.

Mint mark a bit distorted, tail worn, nice toning. I like it MS64

So hard to tell what kind of luster is on the coin. And because of that I can't tell what is a weak strike or wear.
I want to say 63, but I think that it is an AU.

 

Is this one that you sent to get graded?
