I had a similar issue when I purchased some Cuban baseball cards. PayPal however cleared everything up and I'm still an avid user of their service. I'd continue to fight the issue.

Newsflash: This is normal behavior for PayPal. I'm a gun collector as much as I am a coin collector (plus competitive shooter), and this problem has been known throughout the gun community for over a decade. They are an imbecilic company who employs only imbeciles that are absolutely clueless as to what they are doing. Their policies are random and enforced haphazardly.

    In short, screw them.

Pay pal is 100% wrong! That also can be sued for damages. Only items that were dated or made after the embargo were or are illegal . Items pre embargo items were not or are not!

And how sure am I on this fact 100% sure. My neighbor is a diplomat for the US state dept. He is in Cuba now. He has been there twice in the time he's worked for the State dept .

E bay and Pay Pal for years allowed items from pre embargo to be sold on e bay.
E bay has screwed so many people it's a wonder how they remain in business!

How about all e bay and paypal users whom would not link their social security and bank accounts with them.? What did they do well they would put a hold on your account even though you shipped the item, got positive feed back, etc.
They would put a hold for 45 to 90 day after the item was sold.
This any many other reasons I chose to tel
E bay where to put it!
Mind you I personally had a store, had 100% feed back had linked my account with them. However when I saw how they treated the sellers, and kept raising the fees , I said no more. It got to a point e bay was telling you how to run your business. As well as cutting your profit margins to near nothing.
    You couldn't leave feed back
You were expected to ship world wide for free
They have been on the ropes over a class action suit for over charging fees.
    They have IMHO screwed themselves.
I would fight them every inch for them to unlock your account. Then afterwards tell them to pack sand!

Garlicus Debt is dumb, cash is king.

As others have stated, if the item is from the pre-embargo period, I don't see what the problem is. It is the same as ivory - if you have evidence/proof that it is from before a certain date (on the coin in this case) it is legal and allowed.

The law allowed for the sale of pre-revolution Cuban materials, it is ebay's and paypals own rules that disallow it. (and that has only been the case for about the last three years.) And I'm not even sure if it is a Paypal rule. It IS an ebay rule. Although I believe you CAN do it if you use a non-US ebay site.

So he was banned for violating a Paypal stupid rule.

I think treylxapi47got it - some form of trade was just lifted within the last few days.

Don't know specifics tho', and currency might still be excluded.

    You got homework to do....................

+1. Please explain further. I would love to get some MonteCristos if possible. Probably the best cigar I have ever smoked.

WOW. I haven't heard a Paypal horror story like this in a few years, but this reminds me of all the frozen account stories from a decade ago. Since we are unthawing all the US / Cuba relations, I assume this Paypal rule wont even exist in 6 months, But who knows if they will retroactively unban you. Thanks for sharing, and keep up the good fight!
