Dime planchet question

    Is the U.S. Mint currently making any foreign, unreeded coins with dime planchets? I received in change an unremarkable 1996 P dime that doesn't have reeding. It doesn't appear to have been ground down; the rims look right. It's the correct weight and seems otherwise properly struck. If any of you error experts have insight about how it could happen, I would love to hear about it.
    The edge pics were difficult to focus, sorry.

    6 looks like a '4' to me. @Conder101 .......he knows about the mint making foreigns and the years involved.

    I say not struck on foreign planchet. Looks like PMD - Post Mint Damage.

    Your photos, particularly of the edge, need to be clearer. It is very unlikely that this could be a planchet intended for a foreign coin since the retaining collar forms the edge during the strike. How could you have a blank collar and dies for a US dime?

    Weight on my scale is 2.3g, Redbook lists them at 2.27 so it's as close as my scale can get.

    Close enough. Just PMD. Could be from wear. Could be spooned. Could be a dryer coin.
