Could you post a better picture, it could be a D/D but a better resolution picture would allow someone to tell you for sure.
I see this is your first post, Welcome to CoinTalk. You're off to a good start posting an interesting coin for consideration.
What kind of phone camera are you using? Does it have a macro setting? It will look like a flower. The macro setting will help focus on the coin at closer range.
Never used an iPhone personally, so no sure what the options are, light is another key, the more the better. More light = better focus. But with the pics you have here its impossible to tell if you have an error or just a damaged coin.
It can't be a D/D.. Mint marks were not punched into the Cent Dies in 1994 as they were part of the design by then. Beginning in 1985/86 for Proof Coins and the early 90s for normal Business Strikes the Mint Marks we no longer stamped into the working dies by hand rather engraved directly into the original design/plaster mold for all denominations. Due to this RPMs are not found on coins after about 1991.
