Reverse looks strange, may be a fake or it's been dipped too many times. Can't get over that weird nose gap. I don't think it's real, that's my vote. Well now that I've enlarged the pics, it looks real. That said, the surface looks like it been dipped from here to China.
It is indeed. And it is a well known anomaly, sometimes referred to as the "broken nose". Parts of throat are also missing on some examples. But is it Full Bands ? That depends on who you ask and what set of definitions they choose to use. PCGS only uses the center band to make the determination, NGC uses all 3 bands to decide. Using NGC's definition, I'd have to say no it is not. And no, it is not even close to MS. Nor do I see any signs of harsh cleaning.
I think all you're seeing are peculiarities of this specific coin (the OP's coin) due to contact marks on the lips. Here is the most extreme example I could find - And when you compare it with a '19-S where the detail hasn't been polished away, I don't see any differences in the lips.
Thanks Doug, I must admit never have seen this type of variety before. I wouldn't mind having one for my collection . It's very different type of error.
